Does anyone out there or we're the only ones left standing!? ... They are out there ... just that they love the bio-cultural diversity of young-advancing civilization to their thirst-contact, and therefore do not present themselves to us, to prevent our "fascination" to their technology. .. and our consequent subjugation and cultural annihilation ... we have to find them first, just so we will show them to be sufficiently prepared for their official contact with humanity, without our "Anomie" (this is the first universal Directive ... remember you star treck story?)
